Today, on the 3rd of November, ist the Culture Day (文化 の 日, Bunka no Hi).
The holiday has been around since the Meiji period but was originally called Meiji-Setsu. Meiji was the name of the former emperor, who ruled Japan from 1868 until his death in 1912. The 3rd of November was the birthday of the Emperor, which was celebrated throughout the country.
In 1946 the new Japanese constitution was promulgated on that day, which came into operation six months later. Therefore the 3rd of May is also a holiday and is called "Constitution Day" (日本国 憲法, Nihon koku kempo).
Two years later, on June 20, 1948, the "National Holiday Law" (Kokumin no shukujitsu ni kansuru horitsu) came into force. The holiday was chosen for the 3rd of November, which is why this day since 1948 is called "Day of Culture".
On this day, a ceremony is held at the Imperial Palace, in which medals will be given to individuals who have made remarkable achievements in the development and enhancement of science, technology, culture and arts.
Also throughout the country, there are several events related to culture: parades, festivals, concerts, exhibitions, sports competitions and more. There are no major events in Kyoto today (at least I havn't read anything yet), but most museums have free admission.
